The link in the main article to http://www.worldwidewords.org/qa/qa-dry1.htm is quite helpful. It explains that an exhibition fire truck race would be "run" with empty or "dry" fire trucks, as opposed to a "wet run" with water in the tank. This article is likely misleading
[edit]Dry-run testing, at least in software engineering / programming generally carries the notion of testing manually performed by a person reading code ,rather than testing software. Here's an example of an article sharing this opinion. Many other similar articles can be found by a simple google search
