Bold terms, create redirects or unbold? (predictive and consequential dormancy)

The terms "Predictive dormancy" and "Consequential dormancy" are currently formatted in bold text; per MOS:BOLD this would be appropriate if they are the targets of redirects (or alternative names of the subject, but that isn't the case here since they're specialized concepts of dormancy). I think it makes sense to create redirect pages for these terms and keep them bolded, but otherwise they should be formatted without bold.

I know how to change redirects, but I have less familiarity on creating pages for the purpose of a redirect, and I'm not 100% confident that these terms really should have redirect pages.
