Language nearly wholesale copy/pasted without proper citation

Hi, new Wikipedian - hope I’m doing this correctly :] I was just about to add/clean up pieces of this article but some issues caught my eye. It seems significant portions are copy/pasted from outside sources without proper citation. I’m linking both the pre-print/open access versions (which I can read) and the paywalled versions (which I can’t). I'm flagging this also because I don't have free access to all the citations in this article so I may be missing some pieces.

In “Current needs” - the first five paragraphs appear to be either direct copies or slightly varied versions of this language in this paper: https://citeseerx.ist.psu.edu/document?repid=rep1&type=pdf&doi=954866f78f8193506f275624ddd7c43e6c1a8007 /https://ieeexplore.ieee.org/document/6847944 (The variance appears to have come from subsequent edits correcting inaccuracies in the article.)

In “Disadvantages”-  the third and fifth paragraphs come from this Internet Security Alliance paper: https://obamawhitehouse.archives.gov/files/documents/cyber/ISA%20-%20Cyber-Insurance%20Metrics%20and%20Impact%20on%20Cyber-Security.pdf. I can rewrite the intention behind the third paragraph using more rigorous/peer-reviewed research. I can either remove the fifth paragraph, as it may give undue weight, or properly attribute it and note that most researchers and other publications assert that cyber risks are uniquely prone to accumulation, hard to quantify, and hard to distribute (per the currently cited works from Wolff, the GAO's reports, and Schneier, as well as Levite et al, Romanosky et al, OECD research, CISA, and others).
