I'd just like to start it in this conversation.

I've noticed the creation of this article, and after going through some of the references, it seems to be notable enough.

It does (IMHO), however, require cleanup and a more objective perspective on the subject matter...

We have started to clean up the article by removing any statements that would sound promotional and, instead, concentrate on factual statements. The references cited are all peer-reviewed so I'm not sure what you mean by 'It needs sources or references that appear in third-party publications'. The program has been referenced in a number of books on crime mapping and spatial analysis. We will add those references over the next couple of days. We would appreciate it if you would take a look at the article in a day or two to see if you have additional recommendations. Thank you.

I have edited the description of CrimeStat to reflect my experience and the comments about it being an advertisement. I eliminated some of the history and much of the discussion of crime travel demand. In addition, I added a section on shortcomings and references to reviews and research outside of crime analysis. An important shortcoming is its lack of any mapping capability.
