Stone relief identity

The stone relief is currently described as a sculpture of the saint. I would argue that this is very unlikely. Iconography, especially in the early medieval period, follows a set of rules. Canonically the only person whose halo contains a cross is Christ and not the saints. Likewise only Christ and the martyrs hold a cross or cross staff in their hands, as an abbot St Congar might hold a shepherds staff or he might hold a church to show he was its founder. There is additionally a strong resemblance of the figure to Christ, which is sometimes found in Eastern icons for saints whose appearance is unknown, but this is not at all common in the West.

Additionally from what I can tell the identity of the shrine from which it comes has not yet been confirmed as being of St Congar only Theorised. Does anyone have any evidence that this is the saint or any counterpoints I have not considered?
