The article says:

However, these CDs can only be played on computers and can hold only about 15 minutes of video, a fraction of the capacity of a DVD; very few standalone players are compatible with this format, since unlike computers they rarely have drives that can spin a CD at the 8x rate needed to keep up with the data stream.

DVD-Video does not have to be encoded at "DVD-quality" constant bitrate (which is assumed by the statement «can hold only about 15 minutes of video»); also, in 2009, it's false that cDVDs can only be played back on a personal computer, and it's also false that most standalone players still have obsolete DVD-drives and obsolete decoding firmware. yes it can be that tis artikel has not enougt source. but burn a dvd folder (VIDEO_TS) that is lesser then 700 mb on a cd and put it in your dvd player than it sows miniDVD and play it like an dvd! is this enough???

Original Research

I've authored many DVD Video on CDs for various people. I can get up to one hour in high quality 480p 4:3 with stereo sound per disc. I use 650 MB CD-Rs before and currently use 700 MB CD-Rs now. I've encountered some players, pre-2015, that will not play CDs, be it VCD, SVCD, Audio CD, or DVD Video on a CD.
