Transcription Inconsistencies?

The only place I see the symbols "c'" on the page are in the numerals at the end of number 19: " tʼqʼexc’". What is the transcription system being used here? I believe it is none of the transcription systems laid out in the big table. Why not just make it IPA by replacing the "c'" with a "ts'"? I would be happy to do that. New here.
