I don´t think he was born in 1939. According to his website he is born in 1970: http://www.bartlebull.com/about.html I don´t think he has published any novels either. Maybe there are two or more Bartle Bulls out there.

There are two Bartle Bulls and the son is Bartle Breeze Bull, born 1970. The author of White Rhino Hotel and all is the father. I just finished all the books and read his notes in the back of the book. The father is a lawyer in New York, at least he was in the 1990's. right, this wikipedia page needs some work to disambiguate the father's work (Bull Sr) from the son's work (Bull Jr).
