Is the Weng Guangping story notable?

The source (a journal called Sino-Japanese Studies) seems legit, but the topic of the article seems to be a minor footnote to history, not (as this article currently claims) "a valuable introduction to Japan and its culture". At the moment a full section of this article is devoted to the discussion of an obscure Chinese work from the 19th century that gets no GBooks or GScholar hits. I think at most this should get a sentence's mention and that's it.

Another significant problem is that the article's only source appears to be the article by Feng and Wang. There's nothing wrong with it (again, it seems legit), but that article is primarily discussing an obscure, non-notable aspect of the text's history and so seems inappropriate. If we remove the Japanese Wikipedia source (and I plan to in a moment) and Nussbaum (I won't, because in this case he is only being used for the uncontroversial statement that the Azuma Kagami is a historical chronicle), we're left with four references to the National Archives and fourteen references to Feng and Wang.

Any ideas?
