Athens Sister Cities

Can someone look into whether Athens, Georgia is actually a sister city of Bucharest, Romania? On the Bucharest page, it lists multiple cities including Atlanta, Georgia and Athens, Greece. Athens Confederate Fortifications

"Fortifications can still be found along parts of the North Oconee River between College Avenue and Oconee Street."--This claim requires verification. There appears to be no area on the map between College Ave and Oconee St that borders the North Oconee River. In fact, the two streets are positioned in such a way that no gap exists between them at all. Moreover, Sherpaguides.com makes no mention of any surviving Confederate fortifications within the city limits. Please refer to
