Here are some tips to get this up to B-class. I spend most of my time on wiki making and improving military biographies, so I hope you find this helpful.

The introduction needs to be sorted out. It's only a short article so the intro should really only be one or two paragraphs.
This paragraph needs a NPOV:

No mention of Foote can be complete without reference to his strong adherence to Protestant Christianity. ... which he prosecuted with noted vigor.

The rest is good enough for B-class in my opinion.
