Capitalization of "head"

The capitalization for "head" should be no different than for "president". The MOS:JOBTITLE says lower case when modified (incumbent, acting). We don't capitalize "president" when it stands alone, as in "he was a candidate for president" unless specific and unique, as in "he was a candidate for President of Utopia".
