Fu Kui (Chinese: 傅奎; born September 1962) is a Chinese politician who has served as Vice Chairperson of the Committee on Culture, History and Study of the National Committee of the Chinese People's Political Consultative Conference since August 2026. He previously served as Deputy Secretary of the Central Commission for Discipline Inspection and deputy director of the National Supervisory Commission.

Biography

Fu was born in Danjiangkou, Hubei, in September 1962. He joined the Chinese Communist Party in May 1983 and began working in August of the same year. From 1979 to 1983, he studied philosophy at the Beijing Normal University. After graduation, he worked at the university as secretary of the Communist Youth League branch of its Department of Biology and as a counsellor.

In August 1986, Fu joined the Central Commission for Discipline Inspection (CCDI), where he served as a section-level official in its Sixth Discipline Inspection Office. He subsequently worked in the Ministry of Supervision, serving in the Fifth Supervision Bureau and later the Third Division of the Fifth Supervision Department. From 1993 to 1994, he served as deputy head of the First Division of the CCDI's Law Enforcement and Supervision Office and was temporarily appointed deputy secretary of the CPC Jurong County Committee in Jiangsu.

From 1994 to 1999, Fu served as a senior disciplinary inspection and supervision official in the CCDI's Law Enforcement and Supervision Office. In December 1999, he became deputy director of the CCDI's Supervision and Inspection Office. During this period, he attended training programmes at the National Academy of Governance, the China Foreign Affairs University, Tsinghua University and Harvard University. In December 2005, he became director of the CCDI's Institute of Discipline Inspection and Supervision Research, and in September 2007 he was appointed director of the CCDI's Research Center for Integrity Theory.

In November 2008, Fu became director of the CCDI's Law Enforcement and Supervision Office. From December 2010 to January 2014, he served as deputy secretary-general of the CCDI and concurrently as director of its Supervision and Inspection Office. In January 2014, he was appointed deputy director of the National Bureau of Corruption Prevention and concurrently director of the CCDI's Office for Preventing Corruption. From March 2014, he additionally served as director of the CCDI's International Cooperation Bureau.

In July 2015, Fu was appointed a member of the Standing Committee of the Chinese Communist Party Hunan Provincial Committee and secretary of the Hunan Provincial Commission for Discipline Inspection. In January 2018, he additionally became director of the newly established Hunan Provincial Supervisory Commission. He held these positions until January 2021, when he was appointed Deputy Secretary of the CCDI.

In February 2021, Fu was appointed deputy director of the National Supervisory Commission, while continuing to serve as Deputy Secretary of the CCDI. He was a member, Standing Committee member and Deputy Secretary of the 19th and 20th CCDI, and a delegate to the 20th National Congress of the Chinese Communist Party.

On August 28, 2026, the Standing Committee of the National People's Congress removed Fu from his position as deputy director of the National Supervisory Commission. He was subsequently appointed Vice Chairperson of the Committee on Culture, History and Study of the National Committee of the Chinese People's Political Consultative Conference and became a member of the 14th National Committee of the Chinese People's Political Consultative Conference.
