Emlyn Williams (17 June 1903 – 12 January 1985) was a Welsh Labour politician, railwayman, trade union official and magistrate who served on Rhyl Urban District Council for thirty-four years, from 1937 until his retirement in 1971. He was elected chairman of the council on two occasions, in 1944–45 and 1959–60, and chaired the Housing Committee throughout much of Rhyl's post-war expansion. Alongside his municipal career, Emlyn Williams served as a Justice of the Peace from 1945 and was active in both the National Union of Railwaymen and the Labour Party. His contribution to public housing in Rhyl was recognised after his retirement when the municipal housing estate at Maes Emlyn was named in his honour.

Early life and railway career

Emlyn Williams was born on 17 June 1903 at Llandudno Junction, Caernarfonshire, the third son of William Williams, a railway engine driver and local councillor, and Anne Catherine (née Rowlands). He was educated at Llandudno Council School and Llandudno Central School before leaving education in 1917 to begin work at the London and North Western Railway works at Llandudno Junction as an apprentice boilersmith. A contemporary newspaper profile later noted that his railway career began at the age of fourteen and that he transferred to Rhyl in 1924, where he remained for the rest of his working life."Council chairman at Rhyl". Trade union and Labour Party activity

Emlyn Williams became active in the National Union of Railwaymen (NUR) while employed on the railway at Rhyl. Contemporary newspaper reports record that he held several offices within the local branch, including secretary and chairman."[Retirement of Councillor Emlyn Williams]". Before his election to Rhyl Urban District Council, Emlyn Williams served the Rhyl Labour Party in a number of senior organisational roles, including chairman, secretary and treasurer. Throughout his public life Emlyn Williams maintained close links with the Labour Party. Newspaper reports continued to describe him as a prominent Labour councillor and party representative, and he spoke at political meetings and election gatherings on behalf of Labour candidates."Labour election meeting". Rhyl Urban District Council

Emlyn Williams was elected to Rhyl Urban District Council as a Labour councillor in 1937. He remained a member for thirty-four years, retiring from the council in 1971, when he was presented with a silver plate in recognition of his service. He served as chairman during the 1944–45 municipal year and again in 1959–60.

Housing formed a major part of Emlyn Williams's municipal work. He chaired the council's Housing Committee for nearly twenty years. His long association with the provision of council housing was later commemorated in the name of the Maes Emlyn housing estate.Hughes, Owen (2 August 2025).
