Vientiane Capital Television (Lao: ໂທລະພາບນະຄອນຫຼວງວຽງຈັນ), operating as VTE9 (Lao: ວີທີອີ9), is a state-owned broadcaster based in Vientiane, Laos. Managed by the Vientiane Capital Department of Information, Culture, and Tourism. Established in 2019, it serves as a primary source for news, cultural programming, and public information within the capital region.^[2]

Broadcaster's slogan: "Modern, Fast, Caring for the People" (Lao: ທັນສະໄໝ ວ່ອງໄວ ໃສ່ໃຈປະຊາຊົນ).^[1]

History

1993–2018: Institutional origins

The institutional precursor to VTE9, Vientiane Radio and Television Station, was established in 1993 to manage local municipal broadcasting.^[3] Initially, the station produced municipal time blocks for national media, including Lao National Television's (TNL LNTV) Vientiane Today (Lao: ວຽງຈັນວັນນີ້).^[3]

In 2009, Vientiane Radio and Television expanded its output, increasing the frequency and variety of its local programming across both Lao National Radio (LNR) and TNL LNTV.^[3]

2019–present: Launch of VTE9

On 28 October 2019, the Vientiane Capital Department of Information, Culture, and Tourism entered into a joint operations agreement with 3S Development Group to establish a full-time, independent municipal television station.^[1] The partnership funded high-definition production equipment, network infrastructure, and dedicated satellite distribution.^[3]

VTE9 officially launched operations on 13 December 2019.^[4] Under an agreement with Lao Asia-Pacific Satellite Co., Ltd., VTE9 secured distribution on the LaoSat-1 communications satellite on channel position 9.^[3]

In 2026, VTE9 became the official broadcasting partner in Laos for the inaugural Eurovision Song Contest Asia, hosted in Bangkok, Thailand.^[5]

Programming

VTE9 primarily produces social, cultural, economic, and youth-oriented news and does not broadcast political news due to regulatory limitations.^[2]

As of 2024, programs include^[2]:

Youth News – focuses on issues relevant to young people and students.
Economic News Desk – covers financial markets, investment, and economic developments.
Sports Update – provides local and international sports coverage.
Open Business World – features business news and entrepreneurship topics.
Vientiane Today – reports on daily events and current affairs in the capital.
Cultural News – highlights Lao traditions, arts, and cultural activities.
