Philip Chiu Wai-yan (Chinese: 趙偉仁) is a Hong Kong surgeon and academic specialising in minimally invasive and robotic upper gastrointestinal surgery.[3][2] He has served as the Dean of the Faculty of Medicine at the Chinese University of Hong Kong (CUHK) since 1 February 2024.[4][5] His work focuses on endoluminal robotics and medical technology innovation.[6] He has been elected a Foreign Member of Academia Europaea[7] and is a recipient of the State Scientific and Technological Progress Award (2007)[8] and the Spirit of Hong Kong Award on Innovation (2020).[6]

Early life and education

Chiu was born in Hong Kong into a family with strong ties to medicine. His father was a doctor, and his mother, Professor Ng Yuet Lau, was a nurse who later became an artist.[9] This mix of influences sparked Chiu's love for painting and his desire to help others through medicine.[10]

Chiu was educated in Hong Kong and graduated from the Faculty of Medicine of the Chinese University of Hong Kong in 1994. He became a fellow of the Royal College of Surgeons of Edinburgh and the Hong Kong Academy of Medicine in 2001 and later obtained his Doctor of Medicine degree from CUHK in 2009.[11][12]

Career

After graduation, Chiu worked in public hospitals in Hong Kong, including United Christian Hospital and Prince of Wales Hospital.[13]

In 2003 he underwent three months of training under Professor Haruhiro Inoue at Showa University Northern Yokohama Hospital in Japan to learn endoscopic submucosal dissection (ESD).[14][15] With Inoue’s support, Chiu later introduced ESD to Hong Kong and became the first doctor in the city to use this novel technique to treat patients with early gastrointestinal cancers in 2004.[16]

In 2005, Chiu joined the Faculty of Medicine at the Chinese University of Hong Kong as an Associate Professor in the Department of Surgery.[11] He obtained his Doctor of Medicine degree in 2009 and was promoted to Professor in 2010.[11] In 2011, he became Director of the CUHK Jockey Club Minimally Invasive Surgical Skills Centre and in 2013 he was appointed Assistant Dean (External Affairs).[7] Shortly after the establishment of the Chow Yuk Ho Technology Centre for Innovative Medicine in 2014, he also assumed its directorship.[17] In 2017, he founded the Upper GI International Robotic Association.

Following recognition of his medical achievements, Chiu was promoted to Associate Dean (External Affairs) in 2020.[11] As Professor Francis Chan indicated his intention to step down as Dean, the university began a selection process in 2022. In December 2023, Chiu was formally appointed Dean of the Faculty of Medicine.[5]

Prior to assuming the deanship in 2024, and continuing concurrently, Chiu held multiple roles, including Director of the InnoHK Multi-Scale Medical Robotics Center,[18][12] Cluster Chief of Upper Gastrointestinal and Metabolic Surgery of the New Territories East Cluster (NTEC), Director of Endoscopy of Prince of Wales Hospital and NTEC of the Hospital Authority.[11]

After taking office, Chiu serves as one of the Directors at CUHK Medical Centre,[19] a private, non-profit hospital and teaching partner of CUHK.[20] In April 2024, Chiu was named Professor of Robotic Surgery under the Shun Hing Education and Charitable Fund in April 2024.[10]

Research

Chiu's primary research areas include oesophageal cancer management, minimally invasive and robotic oesophagectomy, upper gastrointestinal endoscopic surgery, and endoluminal surgery. He has also applied novel endoscopic technologies in the diagnosis and treatment of early gastrointestinal cancers.[2][21]

In 2004, he performed Hong Kong's first endoscopic submucosal dissection (ESD) for early GI cancers, preserving the patient’s organ that would have required conventional surgery.[21] In 2010, he conducted the first Per-oral Endoscopic Myotomy (POEM) in Hong Kong.[22] In 2011, he collaborated with engineers in Singapore to pioneer the world’s first robotic gastric ESD.[23] Between 2012 and 2015, he contributed to the development of treatments for gastroesophageal reflux disease, including the implantation of electrical stimulation devices.[24] In 2014, he performed one of the first gastric electrical stimulation procedures in Asia for gastroparesis.[25][26] In 2019, he and his team conducted the world’s first multi specialty single port robotic surgery clinical study.[27][28] In 2020, he completed the world's first robotic colorectal ESD.[29] In 2021, Chiu, together with Joseph Sung and Zhang Li, contributed to the development of a biohybrid soft microrobot capable of navigating complex gastrointestinal environments, with potential applications in the treatment of diseases in narrow luminal spaces.[30] These efforts focus on improving minimally invasive techniques that reduce surgical trauma and recovery time,[31] particularly through the development of robotic endoscopic systems designed to enhance precision in gastrointestinal surgery.[32]

Beyond his direct clinical and research endeavours, Chiu has also focused on building institutional infrastructure to advance medical robotics by fostering interdisciplinary collaboration. In 2014, Chiu contributed to the establishment of the Chow Yuk Ho Technology Centre for Innovative Medicine.[33] He later collaborated with Professor Samuel Au of the Department of Mechanical and Automation Engineering at the Chinese University of Hong Kong to secure funding under the government’s InnoHK initiative, leading to the establishment of the Multi Scale Medical Robotics Center (MRC),[34][35] a major clinical research platform for surgical robotics.

Public service

From the mid-2010s onwards, Chiu has been appointed to a number of public service roles in Hong Kong. He served as an ex officio member of the Research Council and the Research Fellowship Assessment Panel of the Health and Medical Research Fund under the Health Bureau,[36] a member of the Innovation and Technology Fund Research Projects Assessment Panel under the Innovation and Technology Commission,[37] as well as a member of the assessment panel for the Biomedical Technology Incubation Programme of the Hong Kong Science and Technology Parks.[36]

Since 2024, he has been a member of the Steering Committee on Medical Innovation Development under the Health Bureau.[38] He is also a member of the Specialist Registration Committee of the Medical Council of Hong Kong.[39]

As the Dean of Faculty of Medicine of CUHK, Chiu is also appointed as a member of the Hospital Governing Committee of the Prince of Wales Hospital,[40] a member of the Hospital Authority Board.[41]

Starting from 1 July 2026, Chiu will serve on the Board of Directors of the Hong Kong Science & Technology Parks Corporation.[42][43]

Chiu is married to Choi Mui-sum, a classmate from medical school,[51] who is a paediatric specialist.[52]
