Perma-Fix Environmental Services, Inc. (NASDAQ: PESI) is a nuclear services and waste management company, incorporated in December of 1990. The company provides treatment, processing, storage, and disposal services for radioactive, mixed, hazardous, and non-hazardous waste, as well as technical, engineering, environmental remediation, radiological protection, safety and industrial hygiene, and decontamination and decommissioning (D&D) services for government and commercial clients. Through research and development (R&D) laboratories located within its four licensed and permitted waste treatment facilities, the company develops waste treatment and processing technologies designed to address a variety of waste management challenges. Perma-Fix operates through two business segments: Waste Treatment and Nuclear Services, serving customers in the United States and internationally, including Canada, Mexico and the United Kingdom. Perma-Fix Environmental Services, Inc.'s corporate headquarters is in Atlanta, GA, with its operation headquarters in Oak Ridge, TN, and it's Health Physics Services Office in New Brighton, PA. Perma-Fix's waste treatment facilities are Diversified Scientific Services, Inc (DSSI)[1] in Kingston, TN, Perma-Fix Northwest Richland, Inc. (PFNWR)[2][3] in Richland, WA, Perma-Fix of Florida, Inc.[4] (PFF) in Gainesville, FL, and Environmental Waste Operations Center (EWOC)[5] Oak Ridge, TN. Perma-Fix also operates additional service locations in Canada (Perma-Fix Canada, Inc.) and Perma-Fix UK[6], LTD in Estate, Penrith, Cumbria, and an Instrumentation Laboratory in Knoxville, TN.[7]
Technologies
[edit]Perma-FAS™, PFAS Destruction Technology
[edit]Per- and polyfluoroalkyl substances (PFAS) are a group of man-made chemicals used in industrial and consumer products known for their resistance to heat, water, oil, and chemical degradation. Their presence in the environment has been found to have potential adverse effects on human health and they are a significant environmental and public health concern.[8] Perma-Fix developed Perma-FAS™, a proprietary technology designed to chemically destroy PFAS at temperatures of 150 °C (302 °F) or lower while producing an organic effluent. In 2025, the company expanded its PFAS treatment capabilities to include concentrates generated from leachate and wastewater treatment processes, in addition to aqueous film-forming foam (AFFF), and collaborated with providers of PFAS separation technologies to support the treatment and destruction of PFAS-contaminated waste streams.[9]
Perma-Sort®, Soil Sorting Technology
[edit]Perma-Sort® is an automated radiological characterization and material segregation system for bulk materials that utilizes a customized conveyor-based radiological assay system. According to the company, the system is designed to provide complete radiological characterization of processed materials and to assist in determining whether materials meet site acceptance criteria for unrestricted release or require off-site transportation and disposal.[10]
Therma-Fix Gen 3, Vacuum Thermal Desorption Unit
[edit]Therma-Fix Gen3 is an electrically heated batch-vacuum thermal desorption system used for the treatment of low-level radioactive waste (LLW) and mixed low-level radioactive waste (MLLW). The system operates at temperatures of up to 1,200 °F (650 °C) under a vacuum of up to 29 inches of mercury (Hg) and uses a tray-based configuration to segregate waste streams during processing. Therma-Fix Gen3 removes organic contaminants through thermal desorption, collecting them as condensate, while the reduced-pressure environment facilitates contaminant removal at lower temperatures. Following treatment, residual solids are tested for compliance with Land Disposal Restrictions (LDRs), and the recovered condensate undergoes further thermal treatment.[11]
Bulk Processing Units
[edit]Bulk Process Units (BPUs) are thermal treatment systems operated by Perma-Fix for the processing of low-level radioactive waste (LLW). The units use combustion at temperatures of approximately 1,800 °F (980 °C) to treat liquid and solid waste streams, reducing waste volume and converting organic materials into a residual ash suitable for disposal. Perma-Fix operates two BPUs: a batch-processing unit for solid LLW that utilizes stainless steel burn boxes to maintain separation between waste streams, and a continuously fed unit primarily used for liquid LLW. The systems are designed to process a variety of radioactive and contaminated materials and incorporate air pollution control equipment to comply with applicable emissions regulations. Customers include government agencies, utilities, medical and research institutions, and industrial organizations.[12]
Waste Treatment/Processing/Storage Facilities
[edit]Diversified Scientific Services, Inc. (DSSI)
[edit]DSSI is a thermal treatment facility located in Kingston, Tennessee that processes low-level radioactive waste (LLW), low-level mixed waste (LLMW), and certain wastes regulated under the Toxic Substances Control Act (TSCA). The facility uses a direct-fired boiler system to thermally treat liquid waste streams and is authorized under a Resource Conservation and Recovery Act (RCRA) Part B Permit issued in 1989. The facility has TSCA authorization from the U.S. Environmental Protection Agency (EPA) Region 4 to manage polychlorinated biphenyl (PCB)-contaminated radioactive waste and includes liquid waste storage and blending capacity of up to 30,000 gallons. DSSI also houses fabrication, research, and development operations that support waste treatment activities. East Tennessee Materials & Energy Corporation (M&EC), a wholly owned subsidiary of Perma-Fix, operates at the site as a U.S. Department of Energy-approved classified waste processing facility.[13]
Perma-Fix of Florida (PFF)
[edit]Located in Gainesville, Florida, Perma-Fix owns a licensed waste treatment facility that processes hazardous and mixed waste streams, including soils, liquids, sludge, and debris. The facility is authorized to conduct waste pretreatment and bulking activities and processes more than 1,500 containers of non-radioactive hazardous waste each month. PFF also conducts research and development activities for Perma-Fix Environmental Services and operates transportation equipment for waste collection and disposal services.[14]
Perma-Fix Northwest Richland (PFNWR)
PFNWR is a waste treatment facility located adjacent to the U.S. Department of Energy's Hanford Site in Richland, Washington. The facility specializes in the treatment of low-level radioactive waste (LLW), mixed low-level radioactive waste (MLLW), and transuranic (TRU) waste. PFNWR operates thermal processing units for liquid and solid radioactive waste and is equipped with rail access for waste transportation. The facility is certified for disposal activities at U.S. radioactive waste disposal sites.[15]
East Tennessee Waste Operations Center (EWOC)
[edit]EWOC is a low-level radioactive waste (LLW) management facility in Oak Ridge, Tennessee that provides waste receipt, processing, packaging, storage, and transportation services for government and commercial clients. The facility includes indoor processing space, licensed radioactive material storage areas, and rail access for waste shipments to approved treatment and disposal facilities.[16]
