Pascal Haingura is a Namibian Technology executive, digital transformation strategist, and entrepreneur. He is known for his work in Information Technology operations management, ICT regulation, digital transformation, telecommunications policy, and enterprise technology leadership in Namibia. He currently serves as Executive: Engineering and Technical Services at Communications Regulatory Authority of Namibia (CRAN).[1]

Career

Haingura began his professional career as a Software Engineer at NamPower before joining the Namibia University of Science and Technology (NUST) as a Lecturer in Applied Computing. In 2013, he joined the Namibia Financial Institutions Supervisory Authority (NAMFISA), where he served in several senior technology leadership roles and contributed to enterprise systems modernization, business and data analytics, regulatory technology, and digital transformation initiatives. He later joined the Communications Regulatory Authority of Namibia (CRAN) as Executive: Engineering and Technical Services, where his work has focused on telecommunications engineering, spectrum management, ICT infrastructure, technology standards, and regional ICT engagements involving organizations such as the Communications Regulators' Association of Southern Africa (CRASA), African Telecommunications Union (ATU), Pan African Postal Union (PAPU), and the International Telecommunication Union (ITU).[2]

Research and Academic Interests

Haingura has been associated with postgraduate academic and research programmes at the University of Cape Town and the Namibia University of Science and Technology (NUST). In addition to his formal studies, he has contributed to discussions and initiatives relating to technology innovation, digital ecosystems, and ICT capacity development in Namibia and the Southern African region.[3] [4]
