Khaled Al Rashed (Arabic: خالد الراشد) is a Kuwaiti lawyer and technology entrepreneur. He is the founder of Oqood AI, a company producing Arabic- and English-language software for legal professionals. Earlier in his career, he established Taqneen Law Firm in Kuwait.[1][2][3]
Education
[edit]Al Rashed holds a Master of Laws degree and has undertaken doctoral research in private law.[4] His later professional studies included programmes in legal technology and digital transformation through MIT Professional Education and Esade.[5][4]
He has also served as president of the University of Sharjah alumni association in Kuwait.[3]
Legal career
[edit]His legal career began in private practice at AlGhunaim & AlHumaidhi Law Firm. He later joined the Kuwait Small Projects Development Company, where he worked as head of legal.[5]
In 2016, Al Rashed set up Taqneen Law Firm, a legal and consulting practice based in Kuwait. He remained the firm's managing partner and chief executive until 2023.[3]
While at Taqneen, he worked on legal and franchising matters for organisations in the Gulf, including the Social Development Bank in Saudi Arabia, Qatar Development Bank and the Mohammed bin Rashid Establishment for SME Development.[3]
His work has also included legal design, an approach that applies design and user-experience methods to legal services. Manhom has linked him to projects involving Booking.com and the Dubai Design Lab.[3]
In December 2017, he co-founded Tenantive, a property technology startup.[3]
Oqood AI
[edit]Oqood AI was founded by Al Rashed in 2024. In interviews, he has said the idea grew out of his experience running a law firm and trying to find technology suited to Arabic-language legal work in the Gulf.[6][4]
The company develops software for lawyers and in-house legal departments. Its platform includes tools for legal research, document review and contract drafting, with support for both Arabic and English.[1][2]
Oqood later joined an international founders programme associated with Founders University and Sanabil Investments. It was also named among ten innovations selected by the Sabah Al-Ahmad Center for Giftedness and Creativity in Kuwait.[1]
The company announced its first funding round in October 2025, raising US$1 million from angel investors. According to the funding announcement, the money was intended for product development and expansion across the Gulf Cooperation Council.[1][2][6]
Alongside its commercial products, Oqood has trained law graduates for work described as “legal engineering”, combining legal knowledge with the use and development of artificial intelligence tools.[7][8]
In July 2026, it launched Oqood Contracts Academy, an online educational platform for Arabic-speaking lawyers and law students. The academy offers material on legal practice, technology and artificial intelligence.[9]
Views on legal technology
[edit]Al Rashed has argued that many legal artificial intelligence systems developed for English-language common-law markets do not transfer easily to Gulf countries. His position is that differences in language, court practice and the structure of civil-law systems require products designed specifically for the region.[10]
He has also spoken about the importance of data storage, certification and regulatory compliance when law firms purchase artificial intelligence products.[10]
Speaking engagements
[edit]In May 2025, Al Rashed moderated a panel on the use of artificial intelligence in Kuwait's legal system. The event was organised by the American Chamber of Commerce in Kuwait in partnership with the Kuwait Foundation for the Advancement of Sciences. Participants included representatives from Microsoft, Al Tamimi & Company and the Kuwait Lawyers Association.[11]
He has appeared at other legal and technology events in the Gulf, including CXWORLD in Saudi Arabia.[12] He was also announced as a participant in the Kuwait Corporate Legal Summit 2026.[13]
