The Hungarian Development Promotion Office (officially MFOI Hungarian Development Promotion Office Nonprofit Kft., commonly known as MFOI) is a 100% state-owned organization in Hungary that performs specialized public tasks. The strategic goal of MFOI is to significantly increase the drawdown of directly managed European Union funds by Hungarian and Central and Eastern European actors, as well as to strengthen the international competitiveness of Hungarian organizations.[1][2]
History and development
[edit]MFOI was established in 2021 as the legal successor to the former Hungarian Development Centre (MFK), operating within a modernized structural framework.[3] Under the leadership of Managing Director Bernadett Petri, the organization has developed into Hungary's primary competence centre for accessing directly managed EU funding. In addition to its domestic capacity-building activities, MFOI maintains its own office in Brussels, providing a direct line of communication to the European Commission and international decision-makers.[4]
Activities and achievements
[edit]MFOI provides tailored support to its clients throughout the entire project lifecycle, from the initial project idea to the submission of applications for directly managed EU resources. The organization acts not only as an advisory body, but also as a systemic policy catalyst.

[edit]MFOI offers comprehensive project development services, ranging from shaping initial concepts to establishing high-quality, geographically balanced international consortia. Through these efforts, Hungarian applicants are integrated into global innovation and research networks.[5]
Coordination and networking
[edit]The organization plays a key role in coordinating the domestic grant ecosystem. MFOI established and coordinates a working group supporting cooperation among Hungarian National Contact Points (NCPs), bringing together domestic experts on directly managed EU programmes to improve application success rates.[6]
Education and academic activities
[edit]MFOI places strong emphasis on professional training in Hungary. To provide theoretical and practical background knowledge, MFOI published a university textbook titled A közvetlen uniós források és kapcsolódó szakpolitikák ("Directly Managed EU Funds and Related Policies") in cooperation with the Ludovika University of Public Service. The book serves as a methodological guide to acquiring directly managed EU funding.[7]

- Green transition, circular economy, and climate protection: Development of sustainability and environmental projects, including renewable energy integration, biodiversity preservation, and technological developments aimed at reducing corporate carbon footprints (primarily within the LIFE programme and the Innovation Fund).
- Digitalization and advanced technologies: Modernizing domestic digital infrastructure and promoting the adoption of artificial intelligence (AI) and cybersecurity solutions. MFOI supports digital transformation for businesses and public institutions, as well as projects targeting high-performance computing (HPC) and cloud capacity (mainly under the Digital Europe Programme).
- Research, development, and innovation (R&D&I): Mentoring international research projects involving university and market collaboration. Key sectors include health innovations (medical technology, biotechnology), advanced materials science, and future mobility solutions (through Horizon Europe).
- Infrastructure and trans-European networks: Projects aimed at establishing intelligent and environmentally friendly transport corridors to strengthen the logistical and transport integration of the Central and Eastern European region (supported by the Connecting Europe Facility – CEF).
