Deepak Bijalwan is an Indian politician from Uttarkashi district, Uttarakhand. He has served as chairman of the Uttarkashi Zila Panchayat and has also served as a Zila Panchayat member. He contested the 2022 Uttarakhand Legislative Assembly election from the Yamunotri Assembly constituency as a candidate of the Indian National Congress, finishing second. He later contested the 2025 Zila Panchayat election from the Rama ward and subsequently joined the Bharatiya Janata Party.

Early life and education

Bijalwan is from the Purola area of Uttarkashi district, Uttarakhand. His father was Late Shri Dwarika Prasad Bijalwan.[1]

His 2022 election affidavit records his educational qualification as 12th Pass and gives the qualification details as "12th Passed Rajasthan University of Year-2004".[2]

Bijalwan attended B.L.J. Government Post Graduate College, Purola, where he became involved in student politics. Contemporary reports state that he was elected student union president of the college in 2006–07.[3]

Student politics and local government

Bijalwan began his political career through student politics. He was associated with the National Students' Union of India (NSUI), the student wing of the Indian National Congress. The Times of India reported that he held a national general secretary position in the NSUI during the mid-2000s.[4]

He subsequently entered local Panchayati Raj politics. He was elected as a Kshetra Panchayat member from Purola in 2008 and as a member of the Uttarkashi Zila Panchayat from the Rama ward in 2014. In 2019, he was elected as a Zila Panchayat member from the Hudoli ward.[5]

Chairman of Uttarkashi Zila Panchayat

In 2019, Bijalwan contested the election for chairman of the Uttarkashi Zila Panchayat. He faced Bharatiya Janata Party-supported candidate Chandan Panwar.

Twenty-four of the 25 Zila Panchayat members voted. Bijalwan received 12 votes, while Panwar received 11 votes and one vote was declared invalid. Bijalwan therefore won the election by one vote and became chairman of the Uttarkashi Zila Panchayat.[6]

Indian National Congress

In December 2021, Bijalwan joined the Indian National Congress. The Times of India reported that he had previously been associated with the Congress's student organisation and described him as a young politician who had demonstrated leadership skills.[7]

Amar Ujala reported in January 2022 that Bijalwan was counted among Uttarakhand's young political leaders and that he had joined Congress from the position of Uttarkashi Zila Panchayat chairman.[8]

2022 Uttarakhand Legislative Assembly election

Bijalwan received the Indian National Congress nomination to contest the Yamunotri constituency in the 2022 Uttarakhand Legislative Assembly election.

He received 16,313 votes and finished second behind independent candidate Sanjay Dobhal, who received 22,952 votes. Bijalwan received 31.6% of the votes, while Dobhal received 44.5%. Bharatiya Janata Party candidate Kedar Singh received 10,620 votes and finished third.[9]

2025 Zila Panchayat election

In the 2025 Uttarakhand Panchayat elections, Bijalwan contested the Zila Panchayat member election from the Rama ward. Local reports stated that he defeated former Bharatiya Janata Party district president Satyendra Rana.[10]

Joining the Bharatiya Janata Party

On 8 August 2025, Bijalwan joined the Bharatiya Janata Party at the party's state office in Dehradun. Reports stated that he joined along with other newly elected Zila Panchayat members.[11]
