Carlos Lo is a Hong Kong political scientist, legal scholar, and academic whose research focuses on public administration, environmental governance, corporate sustainability, Chinese law, and public sector management.[1] He is Chair Professor in the School of Governance and Policy Science at The Chinese University of Hong Kong (CUHK).[2][3]

His work has appeared in Public Administration Review[4], Public Administration, Journal of Public Administration Research and Theory, The China Quarterly, The China Journal, Journal of Business Ethics, Business Strategy and the Environment, Environmental Politics, Law & Policy, and World Development.[5]

Education

Lo earned a Bachelor of Social Sciences (Honours) in Government and Public Administration from The Chinese University of Hong Kong in 1982, followed by a Master of Philosophy from the same university in 1984.[5] He earned his Doctor of Philosophy in Politics at Flinders University of South Australia in 1990, writing a dissertation on socialist legal theory and criminal justice in China. In 2001, he received a Doctor of Law (S.J.D.) from Renmin University of China, where his dissertation focused on comparative environmental law in mainland China and Hong Kong.[6]

Career

He started his career as a teaching assistant at CUHK before joining Hong Kong Polytechnic as a lecturer in the Department of Management.[5] Later he became Associate Professor in 1995 and Professor in 2001.[6] Between 2013 and 2016, he served as Head of the Department of Management and Marketing at PolyU.[7]

In 2017, Lo joined CUHK as Professor and Head of the Department of Government and Public Administration while simultaneously serving as Director of the Centre for Business Sustainability in the Faculty of Business Administration.[8] He was appointed Chair Professor in 2023. Following the restructuring of the department into the School of Governance and Policy Science in 2024, he became Chair Professor in the new school.[5][9][10]

Research

His research has focused on environmental governance, regulatory enforcement, corporate environmental management, corporate social responsibility (CSR), business sustainability[11], public administration[12], and the Chinese legal system, with particular emphasis on mainland China and Hong Kong.[13]
