Bhaskar Koirala is a Nepalese scholar and foreign-policy commentator whose work focuses on Nepal's international relations, particularly its relations with China and India and the geopolitical position of Nepal. He is the founder and director of the Nepal Institute of International and Strategic Studies (NIISS).[1]

Koirala has written and spoken on Nepal–China relations and regional geopolitics. His academic work includes the article "Sino-Nepalese Relations: Factoring in India", published in China Report in 2010, in which he examined Nepal's relations with China in the context of its relations with India.[2] He has also contributed articles on Nepal's geopolitical position and China–India relations to publications including Nepali Times and China Daily.[3][4]

As director of NIISS, Koirala was involved in the establishment of an academic dialogue involving China, India and Nepal. The inaugural China–India–Nepal Trilateral Meeting was held in Kathmandu on 30 January 2013, with participants from academic and policy institutions in the three countries. A report by the Institute of Chinese Studies states that Koirala had discussed the idea of establishing the trilateral forum during 2012 and subsequently welcomed the delegates at the inaugural meeting.[5] The meeting considered areas of possible cooperation including connectivity, trade, energy, tourism and economic development.[5]

Koirala has subsequently participated in international discussions on Nepal's foreign policy and regional security. In 2021, he was a panelist at a Harvard University Asia Center seminar on border conflicts in the Himalayas involving Bhutan, Nepal, India and China.[1] In 2022, he participated in CGTN's "Now and Beyond" international forum as director of NIISS, discussing global governance, international cooperation and the position of smaller developing countries.[6]
