Alexandra de Hoop Scheffer (born 1982) is a French-Dutch political scientist who has served as president of the German Marshall Fund of the United States (GMF) since April 2025, the first European to hold the position.[1][2] She is a specialist in transatlantic relations, European security, and geopolitics, and has been described in major European media as a leading voice on these topics.[1][3][4]
Early life and education
[edit]De Hoop Scheffer is the niece of Jaap de Hoop Scheffer, former Dutch foreign minister and Secretary General of NATO (2004–2009).[5] She holds a PhD in political science and two master's degrees from Sciences Po in Paris, and a BA in War Studies from King's College London.[1]
Career
[edit]Before joining GMF, de Hoop Scheffer worked in the French government and international organisations, including the French Ministry of Foreign Affairs policy planning staff (2009–2011), as an adviser to NATO's Supreme Allied Commander Europe (2010–2013), the French Ministry of Defence (2006–2009), and United Nations peacekeeping operations (2006). She was also an associate professor at Sciences Po and a research fellow at the Institut français des relations internationales (Ifri).[1][2]
She joined the German Marshall Fund in 2012 as director of its Paris office. She later became senior vice president for geostrategy and served as acting president before her appointment as president in April 2025.[1][3] As GMF president she has been frequently interviewed by major European and American media on the future of the transatlantic alliance, NATO burden-sharing, and European strategic autonomy.[2][6][4][5]

[edit]De Hoop Scheffer is the author of the book Hamlet en Irak (CNRS Éditions, 2007).[1] She is a regular contributor of analysis and opinion pieces on transatlantic relations in outlets including Le Monde and has appeared in interviews with Die Presse, Die Zeit, Le Figaro, Handelsblatt, and NPR.[2][3][6][4][5]

[edit]She serves on the supervisory board of Meridiam, the French Treasury Strategic Committee, the advisory board of the French Chief of Defence Staff, the board of the France-Nederland Cultuurfonds, the advisory board of the Fondation pour la Recherche Stratégique, and the editorial board of The Washington Quarterly. She is a member of the Trilateral Commission.[1]
