Doh! The UK and Spain are States. Wales and Catalonia are countries or regions, depending upon your political point of biew. Catalonia is officially recognised, along with Galiza and the part of the Basque Country recognised as such within the Spanish State as "historical nationalities" according to the trems of the Spanish Constitution. The term "region" is also rather vexed in that these Stateless entities (Wales, Catalonia, etc.) cana lso further be divided up into regions... --84.78.78.41 19:44, 26 May 2007 (UTC)

Disclosure: I am the founder of Ulpan Bayit, one of the schools named below, so I am not editing the article myself and am asking an uninvolved editor to review this.
What I propose: the article currently gives private ulpanim one clause ("There are numerous private facilities but the majority are run by...") and speaks only of new immigrants. I suggest adding the short section below after "Kibbutz ulpan". Every sentence is sourced to independent press; please trim or reword as you see fit, including removing my own school if you think it is undue.

Private ulpanim
[edit]Alongside the state system, privately run ulpanim operate in Israel. New immigrants may choose between studying at a state-run ulpan and receiving government vouchers that reimburse tuition paid to a private one.[1]
Private schools in Tel Aviv include This Is Not An Ulpan, started by immigrants from North America who were disappointed with their own ulpan experience,[2] and Ulpan Bayit, a Hebrew school and cultural centre most of whose students were reported in 2019 to be partners of Israelis.[3]
Not all learners of Hebrew are covered by the state system. Asylum seekers do not receive the support given to legal immigrants, including access to an ulpan, and Hebrew classes for them have been organised by volunteers.[4] A Hebrew textbook written for asylum seekers and migrants, Kan ve-Akhshav ("Here and Now"), was launched in Tel Aviv in 2018.[5]
