Xu Luode (Chinese: 许罗德; born May 1962) is a Chinese politician and discipline inspection official who is a member of the Central Commission for Discipline Inspection (CCDI) and the National Supervisory Commission. He previously served as Secretary of the Zhejiang Provincial Commission for Discipline Inspection and Director of the Zhejiang Provincial Supervisory Commission. Before entering provincial leadership, Xu held senior positions in China's financial sector, including President of China UnionPay, Chairman of the Shanghai Gold Exchange, and Vice President of the Bank of China.[1][2]
Biography
[edit]Xu was born in May 1962 in Xiangyin County, Hunan. He graduated from the Department of Industrial Economics of Hunan College of Finance and Economics (now Hunan University of Finance and Economics) with a bachelor's degree in economics, specializing in industrial financial accounting. He joined the Chinese Communist Party in June 1982 and began working in August 1983. He is a senior accountant.[3]
Xu began his career at the Printing Corporation of the People's Bank of China, where he held various financial and administrative positions, including financial officer, deputy director of the finance department, general manager of a subsidiary, and director of the general office. In 1996, he joined the General Office of the People's Bank of China, serving as director of the Secretariat Division. He became deputy director of the General Office in March 1999.[4]
In October 2003, Xu was appointed Director-General of the Payment and Settlement Department of the People's Bank of China. In August 2007, he became Vice Chairman and President of China UnionPay, where he worked on the development of China's bank card payment system. In September 2013, he was appointed Party Secretary and Chairman of the Shanghai Gold Exchange. In May 2015, he became a member of the Party Committee and Vice President of the Bank of China.[5][6]
In May 2017, Xu was appointed head of the discipline inspection group of the Central Commission for Discipline Inspection stationed at the General Administration of Customs and became a member of the General Administration's Party Leadership Group. Following the establishment of the national supervision system, he became head of the discipline inspection and supervision group of the National Supervisory Commission stationed at the General Administration of Customs in June 2018 and later became a member of the Customs Party Committee.[7]
In September 2019, Xu was transferred to Zhejiang, where he became a member of the Standing Committee of the Zhejiang Provincial Committee of the Chinese Communist Party and Secretary of the Zhejiang Provincial Commission for Discipline Inspection.[8] In January 2020, he concurrently became Director of the Zhejiang Provincial Supervisory Commission.[9]
In October 2022, Xu was elected a member of the Central Commission for Discipline Inspection at the 20th National Congress of the Chinese Communist Party. He subsequently became a member of the National Supervisory Commission and a Standing Committee member of the CCDI. He has also served as a deputy chief inspector general of the National Supervisory Commission.[10]
Xu was a delegate to the 20th National Congress of the Chinese Communist Party, a member of the 19th and 20th Central Commissions for Discipline Inspection, and a deputy to the 12th National People's Congress. He also served as a member of the 15th Zhejiang Provincial Committee of the Chinese Communist Party and the 15th Zhejiang Provincial Commission for Discipline Inspection.[7][11]
