Fu Mingxian (Chinese: 傅明先; born November 1964) is a Chinese politician who is currently a member of the Standing Committee of the Chinese Communist Party Zhejiang Provincial Committee, Secretary of the Zhejiang Provincial Commission for Discipline Inspection, and Director of the Zhejiang Provincial Supervisory Commission. He previously served as Vice Governor of Shandong, Secretary of the CCP Jining Municipal Committee, Secretary of the CCP Yantai Municipal Committee, and Mayor of Jining.

Biography

Fu was born in November 1964 in Qingdao, Shandong. He began working in February 1985 and joined the Chinese Communist Party in November 1991. He received an in-service postgraduate education. Fu began his career as a technician at the Electroplating Factory of the Qingdao Bicycle Company in February 1985. Beginning in August 1989, he worked in a number of administrative positions in Laoshan District, Qingdao, including at the district tourism office, Taiqing Cableway Station, Yangkou Cableway Station, and the Laoshan Tourism Resort Development and Construction Management Committee.

In July 1994, Fu became Deputy Director of the Urban and Rural Construction Committee of Chengyang District, Qingdao, and was promoted to full department-level rank in September 1995. In March 1996, he was appointed Director and Party Secretary of the Chengyang District Finance Bureau. He later served as Assistant District Mayor of Chengyang District, Director and Party Secretary of the District Urban and Rural Construction Committee, and Deputy District Mayor.

In December 2002, Fu was appointed Deputy Mayor of Jiaozhou, Shandong. In July 2004, he became Deputy Director of the Qingdao Municipal Construction Commission and Director of the Qingdao Construction Engineering Administration Bureau. In March 2007, he was appointed Deputy Secretary of the CCP Committee of Licang District, Qingdao, and later served as Acting District Mayor and District Mayor. In December 2008, he became Secretary of the CCP Licang District Committee and President of the district Party School.

In May 2013, Fu became Deputy Secretary of the CCP Jining Municipal Committee. In September 2015, he was appointed Deputy Mayor and Acting Mayor of Jining, becoming Mayor in February 2016. In April 2018, he became Secretary of the CCP Jining Municipal Committee, and additionally served as Chairman of the Jining Municipal People's Congress Standing Committee from June 2018.

In February 2021, Fu was appointed Vice Governor of Shandong Province and a member of the Shandong Provincial Government Party Leadership Group. At the same time, he became Secretary of the CCP Yantai Municipal Committee. In June 2022, he was appointed a member of the Standing Committee of the CCP Shandong Provincial Committee while continuing to serve as Yantai Party Secretary.

In September 2022, Fu was transferred to Zhejiang and appointed a member of the Standing Committee of the CCP Zhejiang Provincial Committee and Secretary of the Zhejiang Provincial Commission for Discipline Inspection. In January 2023, he became Director of the Zhejiang Provincial Supervisory Commission.

Fu is a member of the 20th Central Commission for Discipline Inspection and a delegate to the 20th National Congress of the Chinese Communist Party. He has also served as a deputy to the 13th National People's Congress and 14th National People's Congress, a member of the 11th and 12th CCP Shandong Provincial Committees, a delegate to the 12th CCP Shandong Provincial Congress, and First Secretary of the Party Committee of the Yantai Garrison District.
