The article mentions it for electron guns, and it is important there, but it applies to most vacuum tubes. If the cathode temperature is not high enough, it is temperature limited emission. At high enough temperature, usual for guns and the usual vacuum tube diodes. For tubes with grids, it depends on the grid voltage. Later in the article, it is mentioned for some popular vacuum tubes.
