I tried to add every available bit of information I was able to find about him. The Who Was Who source predates my involvement with the article, and I don't have access to it, but maybe it provides such details. I would guess that it's likely the gazetted person is the same Walter Baxter, but I couldn't say with any certainty. MANdARAX • XAЯAbИAM 20:18, 26 September 2019 (UTC)Reply
