Would a city serving as a temporary capital while a planned capital city is under construction also qualify? E.g., Melbourne, while building Canberra, or several American cities including New York City while building Washington, D.C. — ˈzɪzɨvə (talk) 19:26, 6 April 2009 (UTC)

Veracruz
