Although some readers were mystified after finishing the book as to who the real winner (for the governorship of Connecticut) was, it's obvious that Fletcher Davenport was the winner. Because, when the mayor was standing with both brothers on his left and right, Nat was standing on the right and Fletcher left. But then the mayor turned around to face the two brothers, and, in the process, had Fletcher on his right and Nat on his left. And then, he congratulated the person standing on his right, which was Fletcher.

You could add that this is also alluded to by the reference to the winner always picking heads. I added some review quotes from the existing references. I think if anyone can dig up information about how this fits into Archer's career as a whole and how well it sold, relative to his other works then there would be enough to remove the "needs more context" banner from the article.
