Cleanup and sourcing improvements

I substantially revised the article to address the concerns raised in the maintenance templates.

Changes made include:

Rewriting portions of the article for compliance with Wikipedia's biographies of living persons (BLP) policy and neutral point of view guidelines.
Removing promotional, unsourced, and campaign-style language.
Adding and standardizing citations using reliable secondary and governmental sources, including the Florida Senate, Florida House of Representatives, Miami Herald, Tampa Bay Times, and election records.
Correcting citation formatting and improving consistency throughout the article.
Updating legislative history, election information, and committee assignments with verifiable sourcing.
Removing or trimming material that lacked sufficient independent sourcing.
