Recreation of a previously deleted arcticle

The original article for this village appears to have been swept up along with a batch intended to eliminate articles with "Mazraeh" (farm), "Bagh" or "Bagh-e" (garden) in their titles. However, Sharaflu is a village of the same character as existing articles for nearby villages in the same rural district, e.g. Yusefabad and Qeshlaq-e Chalablu, and seems justified for inclusion as a permananent settlement given its last three census figures.
