It's definitely "Quarter of Ten". For the benefit of anyone under the age of 40, "quarter of" is a now-slightly old fashioned way to express a time of day, meaning "approximately 15 minutes before the hour." A natural sort of idiom in an era when everyone use analog mechanical watches that couldn't be expected to be accurate down to the minute anyway.
