Missing penalty

Good question. Reading the Laws for reference to penalty runs will cause us to stop at 25.7.2 and wonder. There is no penalty run for striker's runner leaving the crease early. 25.7.2 means that if the striker's runner leaves their ground before the striker has had the chance to play the ball, the ball will be called dead once any attempted runs have been completed, or a catch is taken or dropped; the call is delayed so that the play continues until the fielding team has caught the striker out if that arises. *If* any penalty runs are due they are then awarded: this means penalties for any reason, it does not mean there are penalty runs awarded to the fielding side for the specific infringement of striker's runner leaving their ground early: there are not, only the cancellation of any runs the batting team would otherwise have scored from the ball. I agree this clause is needlessly unclear, and it invites us to wonder why the umpire isn't waiting for the batter to be out for any other reason than caught (e.g. run out or obstructing the field), and also wonder why the timing of the award of penalty runs for other reasons is so specifically provided here. In fact either batter can be run out in this scenario as is made clear in Marylebone Cricket Club, Tom Smith's Cricket Umpiring and Scoring, Marylebone Cricket Club, 2022. It is also possible that the umpires could award penalty runs under Law 42 for such player conduct by the runner if they believed that the act was wilful, deliberate, pre-meditated or anything else that falls within their considerable discretion under Law 41.2.1 to judge unfair. Perhaps you mean that the keeper and/or the fielder intend to deceive the batter by pretending to have the ball and so effect a run out or stumping, thus distracting the batters from running? That is unfair and the umpires should act under Law 41.5, awarding 5 penalty runs, any runs already scored count, and the ball must be re-bowled, so the batting team could be even further behind and still end up winning!
