Perhaps I am misunderstanding something here, but reference #27 seems to be untrustworthy and I feel as though it doesn't really support what is said per se.

Historical Inaccuracy: Conflation of Hyman Eli Goldberg and Emanuel Goldberg

The current version of the article is factually incorrect because it conflates two different inventors with similar names. Early character-to-telegraph-code machines were patented by Hyman Eli Goldberg, while Emanuel Goldberg was a separate inventor with distinct contributions; attributing both to Emanuel Goldberg is apparently wrong.
