Toeppen war geboren in Udzikau in Ostpreußen als Sohn eines früh verstorbenen Gutsbesitzers. Er wasr Geograph und Autor zahlreicher Bücher in deutscher Sprache. Er studierte in Leipzig seit 1872 Philosophie und wurde an der Leipziger Universität 1878 zum Dr. phil. promoviert. Er war Mitglied des Akademisch-Philosophischen Vereins zu Leipzig.
