Independent notability? / Merge?

Does the congregation have notability independent of its synagogue (building) or cemetery? How? Do we need separate titles on the congregation and its cemetery? As it stands, all WP:MERGEREASONs seem to apply. In that both titles (this one in particular) are very short, almost entirely duplicate/overlap with each other, require context from each other, etc. Absent more sources to expand the text of this title (and establish independent notability of the org), I don't see how two separate titles are justified. I'd say that the congregation requires a distinct article, and the synagogue could for now be a section within that article (searches to date do not suggest enough material on the building to warrant an article). The cemetery I would keep separate, as I would also do for Dolphin's Barn vis-a-vis the other congregation, as these are somewhat distinct from the congregations (as the synagogues are not).
