Notation issues

I am having a hard time appreciating what the notation used in Equation 1 is supposed to mean. The meaning of the condition is far from clear. For example, the denominator is written $P(\theta _{up}<\theta |0)$ , which based on the numerator appears to mean $P(\theta _{up}<\theta |\theta =0)$ , which seems like it should simply reduce to $P(\theta _{up}<0)$ which is clearly not what it is intended since this is zero always (following the logic $P(A<b|b=c)=P(A<c)$ for random variable A with parameter b and real number c).
