Prof. Dr. Raheel Qamar (born 14 January 1962) is a Pakistani scientist, educator, and science diplomat specializing in biochemistry, molecular biology, human genetics, genomics, and biotechnology. He has served in several academic and administrative leadership positions in Pakistan and internationally. He served as the second Rector of COMSATS Institute of Information Technology from 2017 to 2021, during which the institution transitioned to COMSATS University Islamabad under the COMSATS University Islamabad Act, 2018. In October 2025, he assumed office as Rector of COMSATS University Islamabad.[1]

Qamar has also served as Head of the Science and Environment Sector at the Islamic World Educational, Scientific and Cultural Organization (ICESCO), Rabat, Morocco. His research has focused on molecular genetics, population genetics, genomics, molecular diagnostics, and biotechnology, particularly the genetic basis of inherited diseases and the genomic diversity of South Asian populations. He has authored more than 160 scientific publications, including journal articles and book chapters, and is a recipient of the Tamgha-i-Imtiaz and a Fellow of the Pakistan Academy of Sciences.[2]
