Andrey Ivanovich Cherkasenko (born 4 July 1962) is an entrepreneur, economist, writer, poet, and specialist in nuclear energy and investments. He holds a Doctor of Sciences degree in Economics and a Candidate of Sciences degree in Philosophy.

Cherkasenko served as a member of the board of the Russian Union of Industrialists and Entrepreneurs from 2012 to 2022 and was a co-founder of the Council on Foreign and Defense Policy, with which he was associated from 1992 to 2022. In 1993, he was awarded the Medal "Defender of a Free Russia" for his actions during the 1991 Soviet coup attempt. Since 2022, he has lived outside Russia following criminal proceedings that he and his lawyers describe as politically motivated.

Early life and education

Andrey Cherkasenko was born on 4 July 1962. He is of Ukrainian descent and is a grand-nephew of Spyrydon Cherkasenko (1876–1940), a Ukrainian poet, playwright, educator, and public figure associated with the Ukrainian national and cultural revival, whose works were banned in the Soviet Union for many years.

He graduated from the Military Institute of Foreign Languages, where he specialized in Japanese and English, as well as the Diplomatic Academy of the Ministry of Foreign Affairs of Russia.

Career

Cherkasenko has worked in the industrial, financial, investment, and nuclear-energy sectors. He served as the head of the industrial and investment group associated with Atompromresursy and held senior positions in nuclear-industry organizations, including the Siberian Chemical Combine.

From 2007 to 2012, Cherkasenko served as managing partner of the 'A.C. Nuclear Opportunities Fund', an investment fund based in Liechtenstein.

In 1992, he became a co-founder of the Council on Foreign and Defense Policy. In 2012, he was elected to the board of the Russian Union of Industrialists and Entrepreneurs. In 1993, he received the Medal "Defender of a Free Russia" under a presidential decree concerning the events of August 1991.

While living in Europe, Cherkasenko has participated in projects relating to longevity, biotechnology, and international scientific and technological cooperation. In 2026, he was involved in the organization of a longevity and biohacking summit on the French Riviera.

Academic and literary works

Cherkasenko has published works on nuclear energy, commodity markets, financial education, trading, Japanese poetry, and Ukrainian-language poetry.

His publications include Investing in Uranium: The Emergence of Uranium as a Commodity, a monograph examining the structure and development of global uranium markets.

Together with his son Arkhip Cherkasenko, he co-authored Imbalanced Forex: For Advanced Teens and Their Parents, a financial-literacy guide intended to introduce teenage readers and their parents to currency markets, trading principles, and risk management.

As an orientalist and translator from Japanese, Cherkasenko has also worked with classical Japanese poetry. In 2016, he curated an international art exhibition at the Multimedia Art Museum, Moscow, and prepared the accompanying publication Associations: Haiku and Japanese Photography of the 1860s–1890s. He is also the author and compiler of the bilingual poetry edition Haiku, Hokku.

In February 2025, Cherkasenko published Composing Haiku... (Ukrainian: Складали хайку...), a collection of poetry written in Ukrainian. The collection was distributed internationally through Amazon.

Political position and criminal proceedings in Russia

On 24 February 2022, following the beginning of Russia's full-scale invasion of Ukraine, Cherkasenko publicly opposed the war. He subsequently resigned from the board of the Russian Union of Industrialists and Entrepreneurs and withdrew from the Council on Foreign and Defense Policy.

Cherkasenko also signed the public "No to War!" petition initiated by Russian human-rights activist Lev Ponomaryov. After leaving Russia, he participated in initiatives providing housing and financial assistance to Ukrainian refugees in Europe.

In March 2022, Russian authorities changed Cherkasenko's procedural status in a criminal case in which he had previously been recognized as a victim.

According to Cherkasenko's defense, the criminal case had originally been opened in 2017 following his own complaint concerning losses allegedly caused by operators of a financial scheme. He held the procedural status of a victim for more than four years.

On 28 March 2022, Russian prosecutors cancelled his victim status. On 4 April 2022, he was charged in absentia with large-scale fraud under Part 4 of Article 159 of the Criminal Code of Russia.

According to Cherkasenko's defense lawyers, the prosecution was politically motivated and was initiated because of his public anti-war stance and opposition to Russia's invasion of Ukraine. The defense also argued that the criminal case contained factual and chronological inconsistencies. In particular, the defense stated that the allegations concerned the alleged use of funds received in 2016 for transactions said to have taken place in 2015.

The defense also argued that the proceedings were initiated at the request of other investors in the business project, whom it described as being associated with individuals close to Russian President Vladimir Putin. According to the defense, these investors used administrative influence in an attempt to shift their financial losses onto Cherkasenko.

International legal status

Cherkasenko has stated that he has no criminal convictions and that the Russian criminal proceedings against him are being conducted in absentia.

In August 2024, his French legal counsel submitted an application to Interpol seeking to prevent the publication of a Red Notice requested by Russian authorities. The application reportedly argued that the proceedings were politically motivated and relied on inaccurate or falsified materials.

In September 2025, Cherkasenko's legal representatives submitted a request under Article 16 of the UK General Data Protection Regulation to the London Stock Exchange Group. The request concerned information contained in the World-Check Risk Intelligence database and sought the correction or removal of that information.
