The Indigenous People’s Forum (IPF) also known as North Cachar Hills Indigenous People's Forum (NCHIPF) is a regional socio-political organisation active in the Dima Hasao district of Assam, India. It represents several tribes, such as, the Hmar, Kuki, Naga, Biate, Karbi, Vaiphei, Hrangkhol, and Khasi.[1]
The main objective of the IPF is to demand the bifurcation of Dima Hasao district into two districts to the government of Assam.[2]
Background
[edit]The IPF was formed in response to the Government of Assam decision to rename the erstwhile North Cachar Hills district to Dima Hasao district on 01 April 2010.[3]
Demands
[edit]- District Bifurcation: The IPF demand to divide the current Dima Hasao district into two separate administrative units: a Dimasa-majority district and a multi-ethnic "North Cachar Hills Tribals District".[4]
- Autonomous Setup: The IPF demand for the creation of a separate autonomous district council under the Sixth Schedule of the Indian Constitution to safeguard minority land and cultural rights.[4]
Opposition
[edit]The IPF, alongside its sister wings, has organized large street demonstrations and submitted official memorandums in Haflong to pressure the state administration.[5] However, these goals face strong pushback from All Apex Bodies Co-ordination Committee[6][7] and Dimasa organizations like the All Dimasa Students’ Union (ADSU), who argue that dividing the district on ethnic or communal lines threatens social harmony.[8][9][10]
Outcome
[edit]In 2018, the Government of Assam constituted a Group of Ministers (GoM) headed by the then Chief Minister Himanta Biswa Sarma to examine demands for the bifurcation of Dima Hasao district.[11] In February 2019, the Assam government announced its decision to bifurcate Dima Hasao district into two to improve administrative efficiency and for betterment of government services.[12]
