Zhang Hongming (Chinese: 张鸿铭; born November 1955) is a retired Chinese politician who served as vice chairman of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference from 2017 to 2018. During his political career, he also served as Mayor of Hangzhou, Party Secretary of Taizhou, Zhejiang, mayor of Taizhou, secretary-general of the People's Government of Zhejiang, and director of the Zhejiang Environmental Protection Bureau.[1][2]

Biography

Zhang was born in Hangzhou, Zhejiang, in November 1955. He studied analytical chemistry at Zhejiang Institute of Chemical Technology (now Zhejiang University of Technology) between 1975 and 1978. After graduation, he worked at the Beijing Coal Chemistry Research Institute under the Ministry of Coal Industry and later at the Zhejiang Environmental Protection Research Institute.[3] During this period, he also pursued postgraduate studies at the Beijing Graduate School of the China University of Mining and Technology.[4]

Zhang joined the Chinese Communist Party in July 1985. He spent much of the following two decades working in Zhejiang's environmental protection system, serving in a series of increasingly senior positions before becoming deputy director of the Zhejiang Environmental Protection Bureau in 1993.[5] In 1998, he was promoted to director and Party secretary of the bureau. While serving in this role, he completed postgraduate studies in economic management at the Central Party School of the Chinese Communist Party. He later obtained an Executive Master of Business Administration degree from Xiamen University.[6]

In October 2004, Zhang was transferred to Taizhou, Zhejiang, where he became deputy Party secretary and acting mayor. He was formally elected mayor in April 2005.[7] In February 2007, he was promoted to Communist Party secretary of Taizhou, serving until March 2009. In 2009, Zhang was appointed secretary-general of the People's Government of Zhejiang and secretary of the Party Leadership Group of the provincial government's General Office.[8][9]

In January 2013, Zhang was elected vice chairman of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference while retaining his Party membership in the provincial leadership.[10] In July 2013, he was appointed deputy Party secretary of Hangzhou, acting mayor,[11] and secretary of the municipal government's Party Leadership Group.[12] He was formally elected Mayor of Hangzhou in February 2014 and remained in office until February 2017.[13][14]

Following his resignation as mayor in February 2017, Zhang continued serving as vice chairman of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference until January 2018, when he retired from public office.[15] Zhang was an alternate member of the 11th Zhejiang Provincial Committee of the Chinese Communist Party and a full member of the 12th Zhejiang Provincial Committee.[16][17]
