Bicycle ban?

I have searched some Commons photos of the streets of Yangoon. It is truly not a cycling city. But several photos show one bike, a few even more than one. And obviously, some people earn their money offering bicycle rickshaw service:

Bicycle rikshaws ("pedicabs") at the Strand
one cyclist (short distance bike)
two bicycle rickshaws (bottom left)
one cyclist (standard bicycle)
4 bicycles, 2 of them with sidecars
one bicycle rickshaw
one parking bicycle, middle background
one bicycle rickshaw
two heavily loaded biycles in a city centre street
one cyclist in city centre traffic
two parked bicycles (one in front, one in the background) and one bicycle rickshaw
