[edit]The changes done by @Engineerchange credits Mr. Olander with helping pass the Lloyd–La Follette Act.
I believe the correct piece of legislation is the Seamen's Act , which was also sponsored by Senator Robert Marion La Follette Sr..
Source? Mr Olander's daughter, my grandmother. :-)
