The word "preeminent" is not used in a standard way, since it normally applies to only one entity/subject. The cited source has the word in quotes, because it is a title bestowed upon two universities by The Florida Board of Governors.
If "preeminent" is not a title, then it appears to be an opinion - one that is not supported by the citation.
