Regarding page title

You may notice, from the article and its redirects, that this public library go with a few names:

Tutong District Library
Tutong Library
Perpustakaan Daerah Tutong
Perpustakaan Tutong

Perpustakaan Dewan Bahasa dan Pustaka Tutong

Because there is a lack of common English resources and, where there are few, lack of English-name consensus, none of the names above can be truly considered a primary or common name. Despite that, I have decided to use 'Tutong District Library' as the page title based on the following rationales:

It is the exact translation of the Malay name Perpustakaan Daerah Tutong as stated on the signboard on the actual building (see for image example).
Tutong District Library is the sole library in Tutong District. Hence, although it is located in the town of Tutong, it serves not just the town but the whole district. This is to distinguish certain libraries in the country, such as Sengkurong Library, Muara Library and Seria Library, which serve particular areas within respective districts.
The library, as with other libraries operated by Dewan Bahasa dan Pustaka Brunei, is formally known as Perpustakaan Dewan Bahasa dan Pustaka (Daerah) Tutong. However, this is in Malay language and there is no common English translation for this long name. Because of the length, it is less often to be used as a common name.

However, the primacy of the name 'Tutong District Library' may change if new libraries are built in the district, in which it may eventually be referred to as simply 'Tutong Library' and the function may change from serving the whole district to only the town of Tutong and its vicinity (just like Kuala Belait Library, which initially served the whole of Belait District but eventually narrowed down to the town of Kuala Belait as libraries are built in Kampong Pandan and Seria). Nevertheless, there has yet any plan from the government for such projects. Therefore, the name 'Tutong District Library' is the most relevant name for this page title, for now.
