False summer capitals

Several of the places listed as 'summer capitals' (those in Estonia, Lithuania and Russia) are not summer capitals as defined in the opening sentence ('a city used as an administrative capital during extended periods of particularly hot summer weather'), but simply popular resorts that are not normally known as 'summer capitals' in English. Only places like Simla in British India, Taif in Saudi Arabia and San Sebastián in Franco's Spain really count, for the seat of government was/is moved there to enable the ruling classes to escape the sweltering heat - in contrast, some of the other places are visited specifically because of the summer heat (in countries with very cold winters). This strikes me as a typical failing of Wikipedia - unrelated things are linked simply on the basis of words, whether or not these mean the same thing.213.127.210.95 (talk) 14:57, 13 April 2016 (UTC)

Well, I agree with the basics of your position, but I wouldn't say it's a failure. We may simply want to reword the lede somewhat. I came here to post about the Philippines .... where the temperatures barely change from one season to another .... I was thinking maybe the colonial administration was in Baguio all the time, not just during the monsoon season, but wondered if it was still called a summer capital for lack of a better term. If so, I think the expanded definition is the one we should stick with. —Soap— 00:03, 12 June 2025 (UTC)

Plan for US Summer Capital

I'm trying to find out about attempts to move the US capital westward to the Rocky Mountains, perhaps just for summers, but it's hard to find any information about that online.
