Legal terminology varies from country to country and different languages. As this person's case was in England, I have changed the language to fit the words used by the police.

Somebody in England is arrested "on suspicion" of an offence, not on a "charge". If the police believe there is sufficient evidence, they will charge the person, which didn't happen.
