Should this article be in Category:American political manifestos? I would argue that a policy which addresses how a university should respond to political issues is, by its nature, political. @Manuductive's view, copied from the edit history, is:

[I]t is not a political manifesto, but rather, its primary intent was to protect the university's role as a space for diverse perspectives rather than to advocate for a particular ideology.
